The Government of India has made MII compliance mandatory for many tenders under the Public Procurement (Preference to Make in India) Order. “Local content” refers to the Indian portion of your product or service. It is calculated as the ratio of the value of goods or services produced in India (including raw material, parts, labor, assembly, and manufacturing cost) to the total cost of the final product or service. For example, if 70% of your raw material and manpower is sourced from India, then your local content is 70%. This percentage decides your classification as a Class-I Supplier (≥ 50%), Class-II Supplier (20-50%), or Non-local Supplier (< 20%).
No, the Make in India Certificate is not issued directly by the government. It is a self-declaration certificate prepared and submitted by suppliers themselves. However, it is officially recognized and accepted by tender authorities, including GeM and other public procurement agencies. In cases of very high-value contracts, tender conditions may require the certificate to be counter-signed or verified by a Chartered Accountant or Statutory Auditor, but the format and declaration remain supplier-driven.
