Who Must Comply with FSSAI Regulations?

Basic Registration Holders
Petty food businesses with turnover below ₹12 lakhs annually hold a Basic FSSAI Registration. They must renew their registration annually and display the certificate.
State Licence Holders
Food businesses with turnover between ₹12 lakhs and ₹20 crores hold a State FSSAI Licence. They must file Form D1 annually and renew the licence before expiry.
Central Licence Holders
Large food manufacturers, exporters, importers, and businesses with turnover above ₹20 crores hold a Central FSSAI Licence — with the strictest compliance and reporting requirements.
E-Commerce Food Businesses
Platforms and cloud kitchens selling food online must also obtain Central FSSAI licence and comply with digital labelling and order tracking requirements.
